NOTICE OF 2016 GENERAL ELECTION FOR FEDERAL, STATE, COUNTY OFFICES, AND CABARRUS COUNTY BOARD OF EDUCATION A General Election will be held in Cabarrus County on Tuesday, November 8, 2016, to vote on the following offices: UNITED STATES PRESIDENT AND VICE PRESIDENT UNITED STATES SENATE US HOUSE OF REPRESENTATIVES - 8TH DISTRICT NC GOVERNOR NC LIEUTENANT GOVERNOR NC ATTORNEY GENERAL NC AUDITOR NC COMMISSIONER OF AGRICULTURE NC COMMISSIONER OF INSURANCE NC COMMISSIONER OF LABOR NC SECRETARY OF STATE NC SUPERINTENDENT OF PUBLIC INSTRUCTION NC TREASURER NC SENATE - 36TH DISTRICT NC HOUSE OF REPRESENTATIVES - 76th, 82ND & 83RD DISTRICTS COUNTY COMMISSIONERS (2 SEATS) REGISTER OF DEEDS SUPREME COURT ASSOCIATE JUSTICE COURT OF APPEALS JUDGES SOIL AND WATER CONSERVATION DISTRICT SUPERVISORS (1 SEAT) CABARRUS COUNTY BOARD OF EDUCATION (4 SEATS) The polls will be open for voting on that day from 6:30 a.m. to 7:30 p.m. You may call the Board of Elections concerning the polling places that will be open for this election or you may go to the Cabarrus Board of Election web page at http://www.cabarruscounty.us/government/departments/elections/Pages/Precinct-Polling-Places.aspx Straight-Party Voting is no longer allowed in North Carolina. All voters registered with the Cabarrus County Board of Elections are eligible to vote in the General Election. Voters who are already registered to vote need not re-register to vote in this election. Residents of the county who are not registered to vote must register by Friday, October 14, 2016, to be eligible to vote in the General Election. A resident who wishes to register must deliver the registration form by October 14, 2016 to the Board of Elections or be postmarked by October 14, 2016, by the postal service to be eligible to vote in the General Election. Also, a voter who has moved since the last election must notify the Board of Elections of that change at least 25 days prior to the date of this election. A person may register to vote at the Board of Elections office at 369 Church Street - N, Concord, North Carolina between 8:00 a.m. and 5:00 p.m. on Monday through Friday or at any branch of the Cabarrus County Public Library during the regular hours of that library. A person may also visit our web page at http://www.cabarruscounty.us/government/departments/elections/Pages/Voter-Registration.aspx and download our registration/change form and mail it to our office at PO Box 1315, Concord, NC 28026-1315. A voter may view their current registration information by visiting the following web page; https://www.ncsbe.gov/webapps/voter_search/ Voters who are not registered in the county by Friday, October 14, 2016 may register and vote during one stop early voting only, and will be required to provide documentation of their identity and residence. Voters who wish to change party affiliation or who have changed name or address must do so by the registration deadline. Voters who fail to timely make a change in name or address in the county must update the information when presenting to vote, and may be required to vote a provisional ballot. Any registered voter may vote an absentee ballot by mail. To receive a mail-in absentee ballot, a voter or the voter's near relative or legal guardian must use the State Absentee Ballot Request form. Request forms are available at the Cabarrus County Board of Election office and on our web page at http://www.cabarruscounty.us/government/departments/elections/Documents/elections_absentee_request.pdf This form may be mailed, faxed, emailed or delivered in person. Absentee ballots will be available to mail to voters who have requested ballots on September 9, 2016. The deadline for applying for an absentee ballot by mail is 5 o'clock p.m., Tuesday, November 1, 2016. Absentee voting requires the voter to complete an application on the return envelope that must be witnessed by two qualified persons or a notary public. Completed absentee ballots must be returned to the Cabarrus County Board of Elections by 5:00 p.m. on Election Day (ballots received by mail after this time will be considered timely if it is received within three business days and is postmarked by Election Day). One-Stop absentee voting in the office of the Cabarrus County Board of Election begins October 20, 2016. The hours for one-stop absentee voting in the Board of Elections office are Monday through Friday, 8:30 a.m. to 5:00 p.m. and the last Saturday before the General Election from 8:30 a.m. until 1:00 p.m. One-Stop absentee voting will also be permitted in three additional satellite offices - the Cabarrus Bank Building, located at 201 West Avenue, Kannapolis NC; the Harrisburg Library, located at 201 Sims Parkway, Harrisburg NC and the Concord Fire Station #9, located at 1020 Ivey Cline Road, Concord NC. The dates and hours for voting at the satellite one-stop locations are Thursday, October 27, 2016-Friday, October 28, 2016 11:00 a.m. to 7:00 p.m. and Monday, October 31, 2016 through Friday, November 4, 2016 from 11:00 a.m. until 7:00 p.m. and Saturday, November 5, 2016 from 8:30 a.m. until 12:00 p.m. All polling places are open for this election. Polling places in most precincts are accessible to the elderly and disabled. Curbside voting is available for voters who are not able to enter voting sites. Canvass Day will be held at 11:00 a.m. in the Cabarrus County Board of Elections office in Concord, NC on November 18, 2016.
