Roy Cooper allows for the creation of the Overmountain Victory State Trail, which will partner with the federal government and overlap the existing national trail. This new state trail will reach across Avery, Mitchell, McDowell, Burke, Rutherford, Polk, Caldwell, Wilkes and Surry counties.
